President's Message

Dear Esteemed Vice Presidents and Representatives of VECONAC Member Countries,

On behalf of the Cambodian Veterans and Pensioners Association (C.V.P.) and the Rotating President of VECONAC 2026, I would like to express my sincere gratitude and heartfelt appreciation to all Vice Presidents and Representatives of VECONAC Member Countries for your active participation, valuable contributions, and steadfast support, which greatly contributed to the successful organization and conduct of the 38th Executive Board Meeting (EBM-38) and the 25th General Assembly (GA-25), held from 4 to 5 October 2026 in Phnom Penh, Kingdom of Cambodia.

The 38th Executive Board Meeting (EBM-38) and the 25th General Assembly (GA-25) proceeded smoothly and concluded with resounding success. This achievement reflects the dedicated efforts and collective commitment of the Vice Presidents and representatives of all VECONAC member associations, whose valuable contributions, active participation, and thoughtful exchange of views and experiences enriched the discussions and strengthened mutual understanding and cooperation. The General Assembly unanimously adopted 11 VECONAC resolutions, which will serve as strategic guidance for future implementation and the continued advancement of VECONAC’s objectives. Notably, the General Assembly also approved the admission of the Council of National Liberation Combatants (CCLN) of the Democratic Republic of Timor-Leste as the 11th member of VECONAC. This significant milestone reflects the unity, determination, and strong spirit of cooperation among VECONAC member associations. It further reaffirms our shared commitment to advancing VECONAC’s objectives, strengthening regional solidarity, and promoting the welfare and interests of veterans and retirees across the ASEAN region.

I would also like to extend my sincere appreciation to all individuals and organizations who contributed to the preparation and successful execution of these meetings. The positive outcomesachieved reflect our collective dedication, mutual understanding, and strong cooperation among VECONAC Member Countries.

While we are celebrating the positive outputs of these EBM-38 and GA-25, on another hand, we will need to ensure the commitment we made in the endorsed resolutions and the joint communique to advance our community. For this reason, as a VECONAC President, I wish to cordially request for your further support in the below areas and actions:

1. To appoint a “Biz forum focal point” from each country, and this can be done through letter of nomination.
2. To set up a VECONAC Business Center (VBC) or a Biz working group.
3. Each country to try to find 10 products to board on the Buy-ASEAN platform.
4. With regards to VECONAC’s engagement of ASEAN, the VECONAC secretariat is to immediately deploy its team for a mission to ASEAN secretariate in coming week in close coordination with LVRI, VARBAF, and SAFLV for feasibility study on procedures and mechanism on how to implement those commitments we have made. The team will then submit this mission report and will request for joint efforts and actions from each member country where applicable on the next steps.

Please accept my deepest appreciation for your invaluable support, dedication, and partnership. I look forward to our continued collaboration in promoting solidarity, strengthening institutional cooperation, and achieving further progress for VECONAC in the years ahead.

May the spirit of friendship, unity, and solidarity among VECONAC Member Countries continue to grow stronger.
