Hanoi, 29 June 2021
First of all, I would like to send my warmest greetings and my best wishes to Excellencies Presidents and Vice Presidents of the VECONAC Member Countries and have the honor to inform Your Excellencies of the following:
Based on the request of the Heads of Delegations of VECONAC Member Countries at the Working Committee Meeting which was held virtually on 21 October 2020, the Veterans Association of Vietnam (VAVN) has reported to and received approval from the Leadership of the State and the Government of the Socialist Republic of Vietnam to continue assuming the role of VECONAC Chair to the end of 2021, at which time the VAVN will organize the VECONAC 20th General Assembly to hand over the VECONAC Chair to the War Veterans Organization of Thailand.
The first 6 months of the year 2021 have passed. Our region and the world have continued experiencing complicated development of the COVID-19 pandemic, causing the loss of life of nearly 4 million people, severely damaging the world economy and changing many practices in the life of mankind. Until now, the vaccination against the COVID-19 has been going on in many countries. However, the COVID-19 pandemic is still progressing complicatedly, making us unable to predict how to implement “the new normal” and when the pandemic will be completely controlled.
In Vietnam, due to the negative impact of the COVID-19 pandemic, the multilateral foreign relations events across the country, since the beginning of 2021 up to now, have been allowed to be organized virtually only.
The VAVN would like to convey its sincere thanks to the Leaders and the colleagues of our esteemed VECONAC family for the kind sentiment and trust which have been given to it over the last year and a half. From the bottom of its heart, the VAVN really wishes to be able to reciprocate this valuable kindness.
Nevertheless, due to the complicated and prolonged development of the COVID-19 pandemic, after consulting with Vietnamese concerned authorities, the VAVN would like to have the honor to announce that the VECONAC 33rd EBM and 20th GA will be incorporated in one agenda and will be organized virtually on Wednesday, 15 December 2021. Detailed information relating to this event will be forwarded to our esteemed VECONAC members by the Secretariat in the coming time.
Later on, after the COVID-19 pandemic is effectively controlled, on the bilateral basis, the VAVN looks forward to inviting and welcoming delegations from our esteemed VECONAC members to visit Vietnam-our beautiful country.
Finally, on behalf of the VAVN, I would like to convey to Excellencies Presidents and Vice Presidents of VECONAC our best wishes of good health and our highest consideration.
Sincerely. VECONAC FOREVER, FOREVER VECONAC !
PRESIDENT OF VECONAC
PRESIDENT OF VAVN
Senior Lieutenant General (Ret) NGUYEN VAN DUOC
